- WASHINGTON, Nov. 5 -- The Natural Resources Defense Council
- (NRDC) praised EPA's new standards for testing and repair of
- automobile emissions controls issued today as a result of an NRDC
- lawsuit demanding timely action on this important clean air
- program.
- "The government got under the hood and fixed it. Tens of millions
- of people will breathe cleaner air when this new emission testing
- program takes effect," said NRDC attorney David Driesen.
- The new program requires improved testing equipment and separates
- testing of cars' emissions from repair. NRDC hailed EPA's decision
- to separate vehicle testing from the repair business.
- "Fifteen years of experience has shown that combined test and
- repair just does not work. Under the old program, mechanics had an
- incentive to fail cars that should pass. And, a mechanic had an
- incentive to pass a car once he worked on it, even if the problem was
- not fixed," Driesen said. "Under the new program, test-only centers
- will secure large smog reductions at the lowest cost to car owners."
- NRDC did criticize provisions in the rule which allows states to
- delay implementation of the testing program for years. "Delaying
- full implementation means that people in the nation's urban areas
- must wait years before they breathe clean air," Driesen said. "We
- urge states to take prompt action to get the new testing centers up
- and running."
