  25. Now that Bush has lost the election, the prospect of securing the 
  26. release of US aid to Nicaragua may be good.  $104 million in FY92 
  27. aid to Nicaragua continues to be held up at the request of Sen. 
  28. Jesse Helms.  FY92 ended October 31, 1992.  Helms has routinely 
  29. blackmailed Republican administrations with threats of holding up 
  30. ambassadorial nominations.  He no longer has that leverage 
  31. because Bush will be making no more nominations.

  33. The Nicaragua Network recommends that activists call the State 
  34. Department at (202) 647-4000 and the White House Comment Line at 
  35. (202) 456-1111 with the message that the aid should be released.  
  36. Explain that continuing to hold up the aid only further weakens 
  37. Violeta Chamorro's already shaky government.  Note also that 
  38. Chamorro has been forced to increase the value added tax (a form 
  39. of sales tax) from 10% to 15% and to apply it to many areas of 
  40. the economy to which it did not previously apply.  It is to go 
  41. into effect January 1, 1993.  Unless negotiations with the 
  42. government are successful, the tax will also apply to 
  43. humanitarian aid from non-governmental organizations (NGO's), 
  44. Sister Cities, etc.  This will result in less aid reaching the 
  45. intended recipients and probably make it more difficult for 
  46. organizations to raise humanitarian aid gifts from their 
  47. supporters.  The tax would apply not just to money gifts, but to 
  48. medicine, clothing, and other material aid making it necessary 
  49. for groups to also raise money to pay the taxes on their material 
  50. donations.  If the US aid is released, it is unlikely that 
  51. Chamorro will find it necessary to tax these gifts, so include 
  52. that argument in your message.
