  25.    WASHINGTON, Nov. 4 -- William Bywater, president of the 
  26. International Union of Electronic Workers (IUE), will urge the
  27. AFL-CIO Executive Council tomorrow to submit to President-elect Bill
  28. Clinton a 100-day legislative program that will support working
  29. people and their families.
  30.    The AFL-CIO has called a special Executive Council meeting for
  31. Thursday to discuss the election outcome and outline a labor action
  32. plan.
  33.    Bywater, who also serves as vice president of the AFL-CIO, said
  34. Clinton needs to act quickly and decisively to create jobs and get
  35. the economy moving.  Bywater added that the 100-day legislative
  36. agenda should include:
  37.    -- A jobs program that will put people back to work rebuilding our
  38.       public infrastructure and redeveloping our manufacturing base.
  39.    -- Passage of the Workplace Fairness bill that would ban the
  40.       permanent replacement of strikers.
  41.    -- Renegotiation of the North American Free Trade Agreement to
  42.       include stronger labor, environmental and consumer protection
  43.       standards.
  44.    -- Implementation of a nationwide health care system that would
  45.       cover all Americans and keep costs under control.
  46.    -- Labor law reform that restores the balance of power between
  47.       unions and business.
  48.    -- An increased priority to occupational health and safety
  49.       inspections and standards.
  50.    -- Passage of the Family Medical Leave legislation.
