  19.     If I infer correctly, I don't believe DOE will provide a
  20.     GUI-toolkit, but rather a higher-level, O-O manager of
  21.     user-requested display services.  We'd all like a NeXT-step-ish
  22.     environment, but DOE probably won't give that to us.  One might
  23.     imagine such an application environment separate from DOE but
  24.     with connectivity to DOE.
