- One important thing to note is that the penalties have NOT been assessed as
- of yet; the mere threat of penalties has caused prices to raise in anticipation
- of penalties yet to be imposed. This is best compared to the way gas prices
- rise with increasing world tensions, regardless of whether there is actually
- any change in gas/oil availability at all. Call it price gouging, if you like,
- or simply opportunism - the fact remains that no penalties have yet been
- assessed.
