  36. The 'runtime' does NOT do any compiling.  It simply allows programs to run
  37. that have already been compiled.  Unfortunately, you will need the compiler
  38. itself.  As for the developers edition, it is mainly used for creating
  39. large systems and is probably way beyond your needs.  My first suggestion is
  40. to get a new sales rep.  Yours apparently doesn't know what he is selling and
  41. is liable to sell you something you don't need or want.
