- The 'runtime' does NOT do any compiling. It simply allows programs to run
- that have already been compiled. Unfortunately, you will need the compiler
- itself. As for the developers edition, it is mainly used for creating
- large systems and is probably way beyond your needs. My first suggestion is
- to get a new sales rep. Yours apparently doesn't know what he is selling and
- is liable to sell you something you don't need or want.
