- Suggest that you take a look at Jerry Weinberg's book, Quality Software
- Management, Volume 1, Systems thinking. Sounds like this problem is right out
- of the text. BTW, if you haven't yet, read all of his books of SWE. Funny,
- but with clenched teeth.
