- Isn't Software Engineering touted to "level the playing field" to make
- these ratios smaller?

- Is it not at least partly the purpose of the various methodologies and
- paradigms ( e.g. Object Oriented Design, Formal Specification, V&V, etc.)
- to allow quality software to be built by mere mortals.
