  20. You're missing my point: it's simply -too- late in most western countries,
  21. they already -have- multiple ADMD's allocating PRMD`s without central
  22. coordination. 
  23. If you can convince all the ADMD's in the US (for example) to change
  24. their PRMD's to be unique, congratulations (just think about what it
  25. costs a PRMD owner to change his address).
