  15. Obviously, you did not read the whole thing.  The next sentence clearly states
  16. that the WELCOME folder is only on preinstalled systems, if you have installed
  17. it yourself, you must type dspinstl from the OS/2 command prompt.  If people
  18. don't read it themselves, maybe I'll just post that part of the README file...
