  18. The default elm.rc file is not distributed with elm, but if desired must
  19. be created by the person who installs Elm.  It is described in the
  20. Elm Reference Guide and in the Elm Configuration Guide.  It is only
  21. part of the 2.4 release and did not exist prior to that time.
