  19. In a lot of shops, unfortunately, tuning is not done at all or only
  20. very superficially or only in response to crises.  These shops often
  21. respond to performance problems by throwing bigger iron at the problem.
  22. Hopefully, they have at least determined whether they are CPU bound or
  23. I/O bound and respond appropriately.  In most of the shops I am familiar
  24. with, the systems programming manager performs whatever performance
  25. management/tuning gets done (when he/she has the time).
