- I wonder if you can help. At Southampton we have been running our CWIS for
- just under a year - access is free to anyone on the network and completely
- anonymous. We can tell how many people look at the service, but not who is
- using it.

- My personal belief is that this is the way things should be. Unfortunately,
- my organisation MAY (and I must empahasise MAY) introduce a system whereby
- those services which were in effect centrally funded by the University will
- be supported by deductions from individual departments' funding based on
- their use of the service.

- As far as the CWIS goes, this has 3, in my opinion, undesirable features.

- 1 - it will no longer be possible to permit access from outside the
- university

- 2 - users will not be able to access anonymously. Departments could be in
- a position to ask who is looking at what.

- 3 - in effect, we would be charging for information - which, other matters
- aside, is a bit awkward as a given department might be providing the info
- in the first place!

- I'm trying to prepare a case to support continued anonymous access (should
- I need it). Any experiences, statistics, etc. on the effects of accounted
- vs anonymous access would be appreciated. If the info is too sensitive for
- the list, you can send it to me direct, and I'll protect the guilty in any
- reports I prepare :).
