  20.     We used to have it the other way, but we received too many complaints
  21. that our timezone information was wrong, and changed it. Now we
  22. just receive complains from different people. Named timezones are
  23. a mess; we recommend you either set it to a GMT offset or use the
  24. TIMEZONES.LOCAL file to change the offset in the named zone.
