  21. The following is a response to Michael Moore's topic abstract concerning
  22. the question of theory in Distance Education:
  23.  
  24.         We would like to acknowledge a distinction between a scientific
  25.         definition of theory and those found in education. An educational
  26.         theory is looser in its definition, and might include:
  27.                 - explanation of phenomenon
  28.                 - a position
  29.                 - a philosophical construct
  30.                 - a model
  31.                 - proposed guidelines
  32.         rather than an hypothesis to be proven right or wrong.
