  12. The problem may still lie in the confusion between what people do with the
  13. indirect cost money and what they call their operations. Here we have (a) the
  14. UConn Foundation that is a private organization that serves as a holding
  15. company for gifts to the University and (b) the Research Foundation that serves
  16. as the arm of the University in handling all aspects of grants and, unlike,
  17. those in most universities retains control over the indirect costs for specific
  18. purposes. It is quite clear that the last thing the UConn Research Foundation
  19. is interested in doing is supporting in any fashion what might be regarded as
  20. part of the information infrastructure.
