  13. I agree. In reality, farmers are not the ones to ultimately gain from the
  14. production and sale of tobacco to the companies. The ones who gain, given 
  15. the increasing value of tobacco allotments (or certificates allowing certain farmers to plant tobacco on lands which have those allotments) are the original 
  16. owners of those certificates/allotments who do not use it.
