- PROPOSED RULE WOULD EASE REPORTING BURDEN ON SMALL UNIONS

- Unions with less than $10,000 in annual receipts would be able to
- file a simplified annual financial report under a rule proposed today
- by the Labor Department.

- "The change we are proposing would significantly ease the
- reporting burden on small unions while continuing to give union
- members access to adequate information on the finances of their
- organizations," Secretary of Labor Lynn Martin said. "Many officers
- of small unions are rank and file members who work at regular jobs and
- conduct union business on their own time. Under the new rule, small
- unions won't have to spend an inordinate proportion of their income on
- bookkeeping and reporting and will have more funds available for
- appropriate membership activities."

- All unions covered by the Labor-Management Reporting and
- Disclosure Act (also known as the Landrum-Griffin Act) are required to
- file annual financial reports with the Department of Labor. Unions
- with total annual receipts of $100,000 or more must file the detailed
- four-page Form LM-2. Labor organizations with receipts of less than
- $100,000 may file the shorter Form LM-3.

- The proposed Form LM-4 that would be used by unions with less
- than $10,000 in receipts is considerably less detailed than the Form
- LM-3.

- The proposed Form LM-4 requires unions to report summary
- financial information in five categories--receipts, payments to
- officers and employees, other disbursements, assets, and liabilities.
- It also requires unions to report changes to their constitution and
- bylaws, changes in union dues or fees and losses or shortages of union
- funds or property.

- The notice of proposed rule making is scheduled to be published
- in the Federal Register on Thursday, September 10. The public will
- have 30 days to submit written comments on the proposal.
