  19.   First Shooting of the Weekend at the Notorious Queensbridge Houses

  22. Friday afternoon September 11, 1992 there was another shooting at
  23. Queensbridge Houses in Long Island City, Queens.

  25. According to usually well informed sources the victim was a reputed
  26. drug dealer.

  28. The shooter is alleged to have thrown the gun into a trash can as he
  29. ran into a building. Then the perp changed clothes and walked back
  30. out the building right past the New York City Housing Authority
  31. Police who were looking for him.

  33. Police sources will only admit that a gun was recovered and disclaim
  34. any knowledge of the perp walking past them.

  36. Some tenants are waiting to see if there will be any announcement
  37. from Mayor Dinkins saying that he will be sending the shooting victim
  38. a get well card.

  40. On Wednesday August 26 a murder victim was found sprawled in a fifth
  41. floor hallway at Queensbridge Houses with three bullet holes in his
  42. head.

  44. Queensbridge Houses tenants have voted for the Fruit of Islam as a
  45. paid security force. The New York City Housing Authority was
  46. considering this until, the ADL of B'nai B'rith sent out letters of
  47. opposition to the New York City Housing Authority and to Jack Kemp,
  48. Secretary of the US Department of Housing and Urban Development in
  49. Washington. Now HUD and the NYC HA refuse to discuss this any further
  50. and the carnage continues.

  52. Tenants recall that in 1989 Bush had said in an acceptance speech "I
  53. want a drug-free America. ... My administration will be telling the
  54. dealers, 'Whatever we have to do, we'll do, but your day is over.
  55. You're history'" Tenants say "Enough Bush-it."

  57. Tenants wonder what is happening to the millions of dollars
  58. reportedly being sent by HUD to the NYC HA earmarked for crime
  59. fighting in the projects.

  61. Tenants feel that HUD winks as money given to the NYC HA is misused.
  62. HUD employee whistleblowers say "while advising President Bush on the
  63. Federal Budget, Secretary Kemp mismanages his own." "DIGEST,
  64. INSPECTOR GENERAL'S REPORT TO CONGRESS NUMBER 27", is a scathing
  65. indictment of HUD. The digest states "Areas of fraud and
  66. mismanagement in Multifamily Housing Programs include contracting
  67. improprieties, embezzlement, bribery, and extortion by HUD employees,
  68. local officials .... six organized crime figures who were indicted
  69. after they received $23 million in HUD-funded contracts from the New
  70. York City Housing Authority using a debarred contractor who set up a
  71. shell company to obtain contracts."

  73. What the digest doesn't mention, but is reported in the Thursday
  74. March 5, 1992 NY Post on page 4 is that HUD directed the New York
  75. City Housing Authority to give work to an organized crime connected
  76. firm which the NYC HA had not intended to give. Obviously HUD doesn't
  77. just look the other way at NYC HA misuse of money, but orchestrates
  78. the misuse. Any proper investigation of the NYC HA would implicate
  79. HUD itself.

  81. Perhaps if there was better accounting of money sent to the NYC HA
  82. for crime fighting in the projects, the tenants wouldn't be seeking
  83. outside security assistance.
