  18.     AMONG THE FOUR COUNTIES in the region where Oxfam America works
  19.     [Nicaragua, El Salvador, guatemala, and Honduras], only in
  20.     Nicaragua has a substantial effort been made to address inequities
  21.     in land ownership and to extend health, educational, and
  22.     agricultural services to poor peasant families. But the contra war
  23.     had slowed by pace of social reform and compounded hunger in the
  24.     northern countryside.

  34.   Oxfam's parent organization in London, in a report entitled _The
  35.   Threat of a Good Example?_ states that "from Oxfams' experience of
  36.   working in 76 developing countries, Nicaragua was to prove
  37.   exceptional in the strength of that government's commitment `to
  38.   improving the condition of the people and encouraging their active
  39.   participation in the development process' [quoting from the World
  40.   Bank]." Oxfam America went on to point out that in contrast with the
  41.   effective land reform in Nicaragua, the one in El Salvador "has not
  42.   been carried out" and "was not intended to benefit the rural poor in
  43.   the first place." In Guatemala there has been no pretense at land
  44.   reform, as the oligarchy has objected strongly even to resettling
  45.   peasants on government-owned land, which would reduce the supply of
  46.   cheap labor on the large farms. In the 85 opinion pieces on
  47.   Nicaragua in the Times and Post referred to earlier, only two make
  48.   even passing reference to the Sandinista social programs, and none
  49.   compares them with those of the U.S. clients in the area.
