- If you can somehow demonstrate that the majority of folks on the toll road are
- somehow prevented by circumstance of their work to be unable to carpool
- effectively, I'm all ears. Otherwise I'll simply paraphrase Lincoln - you can
- please all of the people some of the time, or some of the people all of the
- time, but you can't please all of the people all of the time. Any strategy for
- public infrastructures like roads has winners and losers.
