  37. Unless you are running software programs that require the netls
  38. (network software licensing program), you can turn this off.

  40. To turn netls off, do the following:
  41.  
  42.     # /etc/chkconfig netls off
  43.     # /etc/chkconfig llb off
  44.     # /etc/chkconfig glb off
  45.  
  46. as far as netls affect your attempts to change your ip address, netls
  47. does not have any control over that...
  48.  
  49. turn netls off and then try again (you did not say by what means you are 
  50. changing your ip address ie by hand in /etc/hosts or via systemanager tool)...look for error messages in console and /usr/adm/SYSLOG...this
