Generally, guests are permitted to observe meetings, although
participation is usually limited to members of the sponsoring
organization. Minutes are kept, and are available if you can find
someone to copy them for you. In this case, the best source for
information is probably Communications Standards Review, a
newsletter on modem, fax, and digital cellular standards committee
activities.  CSR has the actual minutes available (as well as copies
of all documents presented at the meetings), and also publishes
summaries of the meetings in the newsletter.  Unfortunately, it's
not cheap; I think their current subscription rate is around $700
per year.  But that's a lot cheaper than going to even one meeting
in person!
