- Those who are interested are invited to assist us with a test
- of some materials prepared for the GIS Master Bibliography Project.
- A file containing extended bibliographic entries (including
- abstracts) of the technical papers presented at the recent Fifth
- International Symposium on Spatial Data Handling in Charleston is
- available for downloading via anonymous FTP. The file is available
- is two forms, an ASCII file in REFER format and a PC binary file
- for use with the EndNote/Endnote Plus bibliographic system.

- We had intended to load a Mac version of the EndNote file but
- we are also finding some difficulty in moving Mac binaries thru
- Unix (see Harlan's comments on the NCGIA offering). Since we are
- novices in the Mac world, any assistance in this matter would be
- greatly appreciated! [Messages directly to me and not to the net
- would be most effective.] For the moment, it is suggested that
- those with a Mac version of EndNote copy the REFER file and then
- import it into EndNote.

- To obtain a copy of either of these test files, FTP to:

- and login using "anonymous" followed by your name and system ID as
- the password.

- To obtain the REFER file issue the following FTP commands:

- cd /pub/gis.refer
- get sdh92.ref

- To obtain the EndNote (PC) file issue the following FTP commands:

- cd /pub/gis.pc
- binary
- get sdh92.lib

- If you want to obtain printed copies of the SDH-92 papers, the
- two volume set is available from David Cowen at the University of
- South Carolina (cowen@otis.hssc.scarolina.edu). I am not sure of
- the price, but it should be around $50 - check with Dave.

- Legal Matters

- Since I was the one who brought this up with Harlan, I should
- be clear about our position on this matter. Harlan cites a number
- of legal precedents which he feels make it OK to distribute copies
- of the NCGIA 1991 bibliography over the net. We feel uneasy about
- this since some journal publishers are collecting fees for allowing
- commercial services to include their references and the relevancy
- of U.S. copyright law to international distribution via the net
- (even if no charge is made) is -- at best -- undefined. In any
- case, it is our intent to provide extended references including
- abstracts of articles and tables of contents for books. We are
- informed (unofficially) that these items will require explicit
- permissions from the copyright holders.

- In any case, we have neither the time, inclination, nor
- resources to deal with unhappy publishers after the fact. Thus we
- will not include any items for which we do not hold official
- permissions. I am in the process of writing to various publishers
- and while I do not anticipate any massive wave of refusals from the
- publishers, we will not include any commercial items for which we
- do not have formal permissions on file. This will slow things down
- at first, but as was noted some years ago "Good fences make good
- neighbors."
