- That's not what I said, and the dire consequences of action you predict are not
- likely in this case. I propose taking reasonable (e.g., agreeable to a
- majority of the experts and officials) measures to reduce emissions. Such
- measures would have relatively little negative impact because they aren't aimed
- at reducing emissions drastically.
