  14. Utterly useless if the dictator comes to power with quasi-fascist
  15. gun-toters as his storm troopers.  I suppose one could hold out the
  16. "hope" that the urban mob might be opposed to a rural-right takeover,
  17. but that is hardly what I regard as decent checks & balances.
