  19. Weird stuff. Sometimes you get the impression that the government
  20. makes it up as they go along. Make the rules ambiguous (or, better,
  21. all inclusive), then enforce them selectively. Means they can do
  22. whatever they want. (For the benefit of those readers outside the US:
  23. the law here says that police can't stop a motor vehicle without
  24. cause. But the speed limits are set so that they _always_ have
  25. cause. :-)
