- Several northern California national forests are proposing
- pesticide and herbicide programs for as early as this fall,
- a quick reaction to a court ruling in June that favored Forest
- Service spraying.

- In the Eldorado National Forest, all four ranger districts have
- proposed fall herbicide applications, as has the McCloud
- district of the Shasta-Trinity National Forest. The Klamath
- National Forest has tentative plans to use poison gopher bait in
- four districts, a reminder that the five-year moratorium on
- nearly all pesticide use by the Forest Service in the West is
- over.

- While most forests have not planned pesticide or herbicide
- programs for this fall, some have proposed use for future years.
- The Mendocino National Forest has three such proposals, one
- involving herbicide use for a multi-district vegetation
- management program.

- To date the Mendocino proposals are in the earliest phase.
- Before implementation, all Forest Service projects must pass
- through an environmental analysis process which begins with data
- gathering and public involvement, and proceeds to development of
- alternative strategies and recommendation of a preferred course
- of action.

- These efforts are documented in scoping letters in the earlier
- stages and environmental assessments and/or environmental impact
- statements in the latter stages. The documents are public
- information and can be requested from regional and district
- Forest Service offices.

- Public involvement in the initial stages can greatly affect the
- fate of a proposal. Because the Forest Service has been awarded
- summary judgment in a suit filed by anti-spray activists (see
- July ECONEWS), local grassroots efforts are key to discouraging
- the Forest Service from implementing programs that threaten the
- health and safety of citizens and the environment.
