- Title: EL SALVADOR: FMLN AGREES TO RESUME THE DISBANDING OF ITS TROOPS
-
-
- san salvador, aug 21 (ips/brunilda funez) -- el salvador's
- farabundo marti national liberation front (fmln) friday announced
- that it would resume the demobilization of its troops, suspended
- in july, in response to a pledge by the government to fulfill its
- commitments to the guerrillas.
-
- the announcement came at the end of two weeks of talks between
- the two sides, which agreed in january to end a twelve-year
- civil.
-
- both sides said the resumption of the demobilization resulted
- from an aug. 13-17 visit to el salvador by special un envoy for
- peace missions marrack goulding, who asked them to make greater
- efforts to ensure that an oct.31 deadline for disbanding the
- fmln's forces was met.
-
- compliance with the demobilization and with a timetable for
- the fmln to surrender its weapons to un monitors will be
- evaluated on sep. 15.
-
- the fmln, which suspended the demobilization after accusing
- the government of not complying with the peace agreement, said it
- would resume it on september 21 and was prepared to meet the oct.
- 31 deadline.
-
- on jun. 30, 1681 guerrillas, 20 percent of the fmln's forces,
- laid down their arms. the suspension prevented another 20 percent
- from surrendering their weapons on jul. 30.
-
- jorge handal, member of the fmln's high command, said the
- reason for the suspension had been the government's failure to
- fulfill 43 points of the january peace agreement.
-
- these included providing technical assistance for former
- guerrillas and creating a new national civilian police force,
- comprising ex-guerrillas, former policemen and civilians.
-
- as a result of goulding's visit, the government has agreed to
- fulfill these and other commitments, such as supporting
- rehabilitation programmes for former guerrillas handicapped
- during the 12-year war.
-
- the fmln has also agreed to present a complete inventory of
- its arsenal and hand over 20 percent of its weapons to the un
- mission in el salvador, which is monitoring compliance with the
- peace agreement, before sep. 15.
-
- the fmln said a first part of its armament had already been
- surrendered to the un mission.
-
- president alfredo cristiani said friday there was political
- will to continue the peace process and that it was a question of
- overcoming the delays. he said the peace process ''can continue
- progressing within the time calculated for it.''
