  22. The third lane HOV is for money reasons.  Northern Virginia does not
  23. meet federal clean air standards, therefore there will be financial
  24. penalties imposed.  A way to get it shifted might be to prove, numerically,
  25. that the congestion on the two lanes, caused by the HOV third lane,
  26. was causing more pollution than the underutilized 3rd land was saving.
