- The third lane HOV is for money reasons. Northern Virginia does not
- meet federal clean air standards, therefore there will be financial
- penalties imposed. A way to get it shifted might be to prove, numerically,
- that the congestion on the two lanes, caused by the HOV third lane,
- was causing more pollution than the underutilized 3rd land was saving.
