  22. That's only "easy to get away with" until someone comes along with the
  23. guts, the brains, and the cash to jam it where the sun don't shine. 
  24. Unfortunately, this precludes most dealers who know that they can be tied
  25. up in court for as long as it takes for them to starve to death.  As a
  26. business practice, it is all too common.  That does not make it legal,
  27. however.
