  25. The Senate Appropriations Committee has produced a report to
  26. accompany its version of H.R. 5679, the VA, HUD, Independent
  27. Agencies Appropriations Act for fiscal year 1993.  Below are
  28. selected portions of Senate Report 102-356, as it pertains to the
  29. National Science Foundation:

  31. NATIONAL SCIENCE FOUNDATION:

  38. "While recognizing the role the Foundation has played in

  42. of basic research from the academic community into the market
  43. place.  The Committee believes the Foundation will play the key
  44. role in making the Nation's academic research infrastructure more
  45. accessible to those endeavoring to build America's technology base
  46. and improve U.S. economic competitiveness."

  59. and physical sciences.  Within this program element, the Committee
  60. is providing $38,000,000 for construction of the Laser
  61. Interferometer Gravitational Wave Observatory [LIGO], $17,000,000
  62. for the Gemini 8-meter telescopes, and $13,000,000 for the National
  63. High Magnetic Field Laboratory.  The  Committee is also providing
  64. $5,000,000 within the physics subactivity for research and
  65. development of the LIGOproject.  The Committee reiterates its
  66. commitment that the United States provide no more than one-half of
  67. the total required funding for the 8-meter telescope project."

  96. Nation and is the highest quality attained anywhere in the world,
  97. and extend greater research opportunities to underrepresented
  98. segments of the scientific and engineering communities."

  100. "In decisions of support and promotion of university mathematics
  101. and science faculty, a serious national imbalance exists between
  102. the weight given to teaching and research contributions.  The
  103. Committee believes that this situation is a significant impediment
  104. to providing students with the highest quality undergraduate
  105. education.  The Committee urges the Foundation to seek ways to
  106. bring about the required culture change in U.S. universities and to
  107. recognize those institutions that serve as national models of
  108. excellence in undergraduate mathematics and science education."
