- The "Over Kennebunkport" part is obvious political sarcasm. It's an
- allusion, though, to an alleged ozone hole over North America. That
- turned out to be completely spurious, and had more to do with whose
- budget was coming up for debate in the Appropriations committee than
- with anything happening in the Earth's atmosphere. NASA took quite a
- black eye from that one.

- I don't know about Bush in particular, but I've heard this approach
- being recommended in Republican circles for years, from Newt Gingrich
- in particular. Such initiatives are never allowed out of committee in
- a Democrat-controlled congress, though.
