- On Monday, August 17, three young men were putting
- up posters with President Jean-Bertrand Aristide's
- picture on a major road in Port-au-Prince. Suddenly, men
- in military uniform and in civilian clothes arrived in
- two pick-up trucks and arrested and beat the men.
- Witnesses living in the neighborhood said they also heard
- gunshots and screams. The next day, blood-stains were
- visible at the scene. Also on August 18, a delegation
- led by OAS Secretary-General Baena Soares, which included
- a senior representative from the U.N. Secretary-General's
- office, arrived in Haiti.

- On Tuesday, August 18, the young mens' families
- recovered their bodies from the hospital morgue. The
- names of those apparantly extrajudicially executed by the
- Haitian armed forces are:

- Matin Rmilien, 31 years-old and a co-founder
- of the recently formed pro-Aristide political
- party "Open the Gate"

- Jacquelin Gabriel, 35 years-old, married with
- one child, a truck-driver

- Ancy Philippe, 34 years-old, father of one
- child and an electrician

- The executions in Haiti simply do not stop. I urge
- you once again to take immediate action. Perhaps an on-
- site visit by the Special Rapporteur would help establish
- responsibility for the untold number of executions since
- the September coup and to deter further executions.
