  37.      On Monday, August 17, three young men were putting
  38. up posters with President Jean-Bertrand Aristide's
  39. picture on a major road in Port-au-Prince.  Suddenly, men
  40. in military uniform and in civilian clothes arrived in
  41. two pick-up trucks and arrested and beat the men. 
  42. Witnesses living in the neighborhood said they also heard
  43. gunshots and screams.  The next day, blood-stains were
  44. visible at the scene.  Also on August 18, a delegation
  45. led by OAS Secretary-General Baena Soares, which included
  46. a senior representative from the U.N. Secretary-General's
  47. office, arrived in Haiti.

  49.      On Tuesday, August 18, the young mens' families
  50. recovered their bodies from the hospital morgue.  The
  51. names of those apparantly extrajudicially executed by the
  52. Haitian armed forces are:

  54.           Matin Rmilien, 31 years-old and a co-founder
  55.           of the recently formed pro-Aristide political
  56.           party "Open the Gate"
  57.  
  58.           Jacquelin Gabriel, 35 years-old, married with
  59.           one child, a truck-driver
  60.  
  61.           Ancy Philippe, 34 years-old, father of one
  62.           child and an electrician
  63.  
  64.      The executions in Haiti simply do not stop.  I urge
  65. you once again to take immediate action.  Perhaps an on-
  66. site visit by the Special Rapporteur would help establish
  67. responsibility for the untold number of executions since
  68. the September coup and to deter further executions.
