  20. ASSISTANCE NEEDED FOR DROUGHT VICTIMS IN AFRICA

  22. ISSUE:  The worst drought in living memory has
  23. struck the ten nations of southern Africa. 
  24. Millions of people from Angola, Botswana, Lesotho,
  25. Malawi, Mozambique, Namibia, South Africa,
  26. Swaziland, Zambia, and Zimbabwe face starvation
  27. unless aid is received immediately.  In the Horn
  28. of Africa, drought conditions exacerbate the
  29. trauma experienced by the people of this war-
  30. ravaged region.

  32. UN Secretary General Boutros-Ghali has issued an
  33. appeal to the international community, and aid has
  34. been pledged.  The United States Agency for
  35. International Development, the U.S. Department of
  36. Agriculture, and the Bureau of Refugee Programs of
  37. the Department of State have sent food and dollar
  38. assistance totaling $382 million.  But more is
  39. needed.

  42. ACTION:  In the next few days, the Senate
  43. Appropriations Committee will begin to debate the
  44. fiscal year 1993 foreign aid appropriations bill. 
  45. Aid to Africa will be included in the bill.
  46.  
  47.      One of your senators is a member of the
  48. important Appropriations Committee, and one of its
  49. relevant subcommittees.  Now is the time for you
  50. to write or call your senator and express your
  51. concern for the people of southern Africa.  Give
  52. the following specific message.

  104. BACKGROUND:  The rains in southern Africa
  105. generally begin in late October and continue
  106. through early March.  In 1991, the rains in
  107. November and December were plentiful.  Farmers
  108. planted at record levels and bumper crops were
  109. predicted.  But then an El Nino weather pattern,
  110. not unlike those experienced in Africa in the mid
  111. '80s, struck with deadly force again.  The maize
  112. (corn) crop had not yet formed kernels on the ears
  113. when the rains simply stopped in January of this
  114. year.  Crop failure estimates range from 50 to 90
  115. percent.  Countries of the region which normally
  116. export food will face their own food shortages
  117. this year.  And the effects of the drought will be
  118. felt until at least April 1993 even if the rains
  119. return in November.
