- Efforts in the next two weeks must be focused on preserving and
- strengthening the recent testing victory in the upcoming Senate
- Fiscal Year 1993 Defense Authorization debate and in the
- House-Senate conference on energy and water appropriations.

- The impending conference on energy and water appropriations bills
- will be critical, as conferees work to reconcile the differences
- between the Senate legislation and the House-backed twelve-month
- moratorium. Likewise in the Senate Defense Authorization votes
- expected in September, Senator Nunn (D-GA) and others will work to
- weaken the Senate energy appropriations amendment.

- What you can do:

- (1) Thank your Senators for voting for the Hatfield-Mitchell-Exon
- amendment, or question them as to why they did not support the
- amendment. We had some extraordinary swing votes, which are
- detailed in the enclosed voting record. Ask that your Senators
- support a similar amendment if/when offered to the Defense
- Authorization Bill.

- (2) Urge House and Senate Conferees (See attached list) to
- preserve the testing moratorium and other restrictions passed in
- the House and Senate.

- (3) Make meetings with key appropriations conferees during the
- recess in their district. We are focusing on FAZIO (D-CA-4) and
- PURSELL (R-MI-2). This action is VITAL.
