  21. Dear Senator:

  23. Friends Committee on  National Legislation has a
  24. number of concerns about the FY 93 foreign aid
  25. appropriations bill as it relates to the countries
  26. of El Salvador, Nicaragua, and Guatemala.
  27.  
  28. El Salvador.  We believe that now is the time to
  29. give full support to the Salvadoran peace accords. 
  30. Military aid -- even $11 million in non-lethal aid
  31. as the House version (H.R. 5368) directs -- is
  32. unnecessary, and perhaps counterproductive, in
  33. today's changed political climate.  What is needed
  34. is a reconstructing of El Salvador's economy.  We
  35. strongly recommend that the United States assist
  36. the rebuilding of El Salvador through the transfer
  37. of funds that formerly supported the military into
  38. the Demobilization and Transition Fund.  The quick
  39. reintegration of ex-combatants into Salvadoran
  40. society will do much to foster a climate of
  41. stability and growth.
  42.  
  43. Nicaragua.  More than two years after the
  44. inauguration of the government of Violeta Barrios
  45. de Chamorro, Nicaragua continues to need
  46. assistance in reintegrating Sandinista and contra
  47. soldiers.  Furthermore, the economy of Nicaragua
  48. has been hard hit by the imposed austerity
  49. measures.  Designating specific funds to increase
  50. food self-sufficiency and to support small and medium-
  51.  sized farms will be required to offset the harsh
  52. consequences of the austerity measures.  Friends
  53. Committee on National Legislation urges Congress
  54. to grant the full amount of aid ($190 million)
  55. which the administration has requested for
  56. Nicaragua.
  57.  
  58. Guatemala.  We are deeply troubled by the reports
  59. that human rights violations are perpetrated by
  60. members of the Guatemalan military forces at all
  61. levels.  Military aid and sales to Guatemalan
  62. military forces at all levels.  Military aid and
  63. sales to Guatemala must be strictly prohibited. 
  64. We believe that U.S. concern for human rights
  65. should mandate that future assistance to the
  66. Guatemalan government be conditioned on a vastly
  67. improved human rights record.
