- Dear Senator:

- Friends Committee on National Legislation has a
- number of concerns about the FY 93 foreign aid
- appropriations bill as it relates to the countries
- of El Salvador, Nicaragua, and Guatemala.

- El Salvador. We believe that now is the time to
- give full support to the Salvadoran peace accords.
- Military aid -- even $11 million in non-lethal aid
- as the House version (H.R. 5368) directs -- is
- unnecessary, and perhaps counterproductive, in
- today's changed political climate. What is needed
- is a reconstructing of El Salvador's economy. We
- strongly recommend that the United States assist
- the rebuilding of El Salvador through the transfer
- of funds that formerly supported the military into
- the Demobilization and Transition Fund. The quick
- reintegration of ex-combatants into Salvadoran
- society will do much to foster a climate of
- stability and growth.

- Nicaragua. More than two years after the
- inauguration of the government of Violeta Barrios
- de Chamorro, Nicaragua continues to need
- assistance in reintegrating Sandinista and contra
- soldiers. Furthermore, the economy of Nicaragua
- has been hard hit by the imposed austerity
- measures. Designating specific funds to increase
- food self-sufficiency and to support small and medium-
- sized farms will be required to offset the harsh
- consequences of the austerity measures. Friends
- Committee on National Legislation urges Congress
- to grant the full amount of aid ($190 million)
- which the administration has requested for
- Nicaragua.

- Guatemala. We are deeply troubled by the reports
- that human rights violations are perpetrated by
- members of the Guatemalan military forces at all
- levels. Military aid and sales to Guatemalan
- military forces at all levels. Military aid and
- sales to Guatemala must be strictly prohibited.
- We believe that U.S. concern for human rights
- should mandate that future assistance to the
- Guatemalan government be conditioned on a vastly
- improved human rights record.
