  24.                 CONCERNING THE ACTUAL SITUATION OF
  25.                 THE POLITICAL PRISONERS IN THE FRG
  26.  
  27. Since 20 years there are political prisoners from the RAF and the
  28. resistance movement. The aim of imprisonment in general is the
  29. "re-socialisation," the re-integration in society, i.e. in the
  30. 'free job market" [and in] the family, respectively. Those who
  31. stick to their refusal of the kapitalist and sexist system, should
  32. be physically and psychically destroyed by the imprisonment.  That
  33. means special conditions of imprisonment, for example isolation
  34. for 24 hours a day, visits only with a separating pane, blinkers
  35. in front of the window of the cell, observation by video camera,
  36. etc. For 20 years the prisoners are fighting against these
  37. conditions by countless actions and hunger strikes, among them 10
  38. collective ones. Their aim was to come together in one or two big
  39. groups, unhindered discussion among themselves and with all parts
  40. of society and the release of all unfit for imprisonment.

  42. There were always prisoners who are badly ill and cannot be
  43. adequately treated in jail. For example Ali Jansen who suffers
  44. from asthma and is permanently exposed to the danger that a
  45. seizure of asthma is not recognized in time that can cause his
  46. death.

  48. In the meantime there were little improvements of the conditions
  49. in jail and these small groups of three and four prisoners have
  50. been established. The prisoners in these small groups are
  51. permanently threatened with isolation again when they don't show
  52. good behaviour.

  54. Concerning the development in the past half year
  55.  
  56. At the beginning of this year it was published that a part of the
  57. police- and justice-apparatus, especially the Minister of Justice
  58. Kinkel and the KGT -- Co-ordinating group terrorism fighting, that
  59. is made up by the Ministers of Justice of the Federal Government
  60. and of the federal states and the heading officials of the police,
  61. secret service and the Federal attorneyship -- has come up with a
  62. new strategy for dealing with the political prisoners, the RAF and
  63. their supporters. ...

  65. But already the first tangible statements fall short of the so
  66. called "normality". They want to release only 8 of the 41
  67. prisoners after an examination of their 'forecast'. Among them are
  68. only 3 of the 5 unfit for imprisonment and two others that they
  69. would have to release anyway a few month later.  The prisoners
  70. themselves and their supporters however demand the immediate
  71. release of all unfit for imprisonment and the release of ALL
  72. political prisoners in the foreseeable future and until this the
  73. coming together [?]. In addition they demand that the prisoners
  74. are released without non-aggression declarations and without a
  75. dissociation from their own political history.

  77. In the meantime two prisoners unfit for imprisonment have been
  78. released -- Claudia Wannersdorfer, who would have been set free
  79. shortly afterwards anyway, and Ganther Sonnenberg, who was shot in
  80. the head at his arrest 1977 and who still has not recovered from
  81. his wound. His verification of his confinement was similar to an
  82. inquisition. It was easy to see that an abjuration was demanded.
  83. To those who now think that he did it, we would like to say: no,
  84. he didn't do it. Nevertheless he was released, because his state
  85. of health makes a participation in armed struggle impossible.

  87. Besides three hearings after 2/3 of the sentence of political
  88. prisoners that don't belong to, 8 chosen by Kinkel, took place.
  89. One out of this three, Thomas Thoene, was released.
  90.  
  91. A special case is Bernd Roessner who is in prison for 17 years,
  92. most of the time in solitary isolation. He is physically and
  93. psychically ruined by the conditions of his imprisonment.  His
  94. immediate release is question of life and death. Therefore an
  95. expert, who had to examine his state of health, said that Roessner
  96. on the one hand would represent a danger for society, but on the
  97. other hand he is too ill to be released, so he suggested they put
  98. him, whether he wants or not, into psychiatry. The decision
  99. concerning his release is delayed on and on.
  100.  
  101. An important factor in this development is that on April 10th the
  102. RAF published a letter, in which they announced a preliminary
  103. ceasefire, in order to push forward the release of the political
  104. prisoners and because they see their hitherto existing strategies
  105. having failed and they need time to develop new perspectives for
  106. themselves. This letter is discussed very controversially.

  108. Since then the release is more and more becoming a public subject.
  109. Many social groups make contributions and statements to ...
  110. Nevertheless the conditions of isolation against the other
  111. political prisoners are maintained and are even aggregated.  And
  112. at the same time of this development the actual judicial inquiries
  113. and additional inquiries against ex- or alleged RAF members are
  114. continued or are instituted.

  116. It should be clear for all that the state has not recently
  117. discovered a humanitarian vein, but that the purpose of this
  118. `initiative' is to reach the same aim by different means: The
  119. disposal of the armed struggle and of the political prisoners
  120. along with the supporters. The edge should be taken off the
  121. struggle for the coming together respectively the release of the
  122. political prisoners and thereby the movement should be decomposed
  123. and pacified.

  125. But their calculation will not prove right. A decomposition will
  126. not take place. We will not keep quiet until ALL are free -- AND
  127. THIS IS JUST THE BEGINNING!!!!!!

  131. - THE IMMEDIATE RELEASE OF THE PRISONERS UNFIT FOR IMPRISONMENT:
  132.   ISABEL JACOBS, ALI JANSEN AND BERND ROESSNER!!

  134. - THE RELEASE OF ALL POLITICAL PRISONERS WITHIN A FORESEEABLE FUTURE
  135.   AND WITHOUT ABJURATION!!
  136.  
  137. - IMMEDIATE COMING TOGETHER OF ALL NOT RELEASED AT ONCE!!
  138.  
  139. - NO NEW TRIALS AGAINST THE PRISONERS!!
  140.  
  141. - NO CRIMINALISATION OF SUPPORTING ACTIVITIES!!
