- I am placing in this conference a statement describing a 42 day
- water-only fast that I and others are undertaking on the steps of
- the Capitol in Washington, D.C. from September 1 to October 12,
- 1992. The fast is a penitential reflection on the Columbus
- Enterprise.

- We plan to use this conference--NATIVE.1492--to establish a link
- between grass roots activists and the Capitol steps where we will
- organize presentations and dialogue about the New World Order and
- the Columbus legacy.

- THE FAST
-
- On September 1, 1992 we, S. Brian Willson, Jack Ryan, Karen
- Fogliatti, Scott Rutherford, Teresa Fitzgibbon, Dan Cunningham,
- Marie Dennis and Dave Dellinger will begin a 42 day water-only fast
- on the steps of the Capitol in Washington D.C. It will end on
- October 12, "Columbus Day". Vic Scutari will fast the final 30
- days. We will be monitored by a doctor and each of us is prepared
- to suspend the fast if it becomes life threatening.

- The fast is a penitential reflection to mark the end of the
- first 500 years of the "Columbus Enterprise"--500 years of
- domination, exploitation and genocide by the European invaders that
- continues to this day under the "New World Order".
-
- We are also fasting to honor the 500 years of transforming
- resistance by the intended victims of the Columbus Enterprise--the
- indigenous, the African Americans, the mestizos, the poor and
- oppressed who would not be broken.
-
- The fast, which will begin on the fifth anniversary of the
- assault on Brian by the U.S. Navy munitions train, will provide
- those of us who are the beneficiaries of the Conquest with an
- appropriate culminating activity for the quincentennary and an
- opportunity to prepare for the difficult task of transformation
- that lies ahead.

- You can participate in a number of ways:
-
- * Fast--on water as we will, or on liquids.
-
- * Organize a relay fast or other actions which will involve
- you with us every day for the 42 days. For example, you might
- give up a meal each day and donate the saved funds to a worthy
- cause.
-
- * Organize a reflection. Invite people of color and others
- who have been oppressed by the Columbus Enterprise to join you.
- Hear from their lips what it has meant and what it means today
- to be a victim of the Conquest and the "New World Order." Have
- them tell you how they have resisted. Consider together the
- environmental devastation caused by our way of life and the
- structures we have created to sustain it. Conceive of ways
- that you might work together in the future to create a
- different kind of world founded on equality and justice.

- We can supply materials for study, and can involve you in our
- reflection on the steps through a conference on Peacenet, a
- computer networking program. (The conference is NATIVE.1492.)

- Whatever you do, it is important to let us know about
- it. We want people everywhere to know that there are
- persons of conscience in this country who care deeply
- about the consequences of the Columbus Enterprise and
- who are struggling for a world which is just and
- humane and reflects the interconnectedness of all
- life.

- * Finally, you can provide us financial support. We would like
- to be able to help people from the grass roots here and in
- Latin America fly to Washington to share their stories with us.
- We will have other expenses--in getting the word out, in
- welcoming people to the steps, in communicating with the grass
- roots in all of the Americas. (The philanthropic community is
- not supporting the fast.)

- provide you a bibliography and invite you to buy Brian's recently
- published autobiography--On Third World Legs," (all of the proceeds
- of which will be devoted to publishing other books about justice
- and peace).

- WHY WE ARE FASTING
-
- We--Brian, Karen and Scott--have just returned from a three
- month visit to eight Latin American countries--Ecuador, Colombia,
- Brazil, Argentina, Chile, Peru, Panama and Nicaragua. (Jack,
- Teresa, Marie, Dave, Vic and Dan were not part of the visit to
- Latin American, but support fully the conclusions we reached and
- concur completely in the spirit in which they are conveyed. Their
- personal statements are attached.)
-
- We are motivated to undertake the fast by the testimony of the
- hundreds of people that we met on our journey and by our own
- observations about the devastating consequences of our
- interventionist Latin American policy. We are anguished--and
- inspired--by what we learned.
-
- We learned that the gross violations of national sovereignty
- through our direct interventions in Panama and Nicaragua and our
- participation in the coups in Brazil and in Chile--which were
- followed by terror and repression--cost the lives of thousands of
- people and affected millions more.
-
- We learned that the Andean Initiative--the extension of the war
- on drugs to Latin America--involves the U.S. in counter-insurgency
- campaigns in Peru and Colombia marked by widespread and egregious
- human rights violation, including extra-judicial executions,
- disappearances, torture and massacres.
-
- We learned that neoliberal or "free" market economic policies
- are the deus ex machina of the "new world order" and a new form of
- low intensity warfare. This became apparent as we learned about
- the economic adjustment programs which the U.S., working through
- international institutions such as the IMF and the World Bank, is
- forcing on every Latin American country in order to collect a
- foreign debt paid many times over.

- While we found small islands of prosperity in every major city
- we visited, it was apparent that millions of people had been pushed
- to the margins of the society--to favelas or squatter towns, to
- lives of misery, fear and desperation which are not unlike the
- lives of the people who rose up in Los Angeles.
-
- The callous relentlessness with which the North and the ruling
- oligarchies of the South are pursuing neoliberalism suggests
- strongly that it is a conscious attempt to eliminate the millions
- of marginalized people who are unable to participate in the modern
- sector of their economies. They are considered expendable.
-
- But we also found hope and inspiration in the empowering, life
- risking and transformative struggle that the people everywhere in
- Latin America are waging to liberate themselves from oppression.
-
- It has many forms: nonviolent land occupations by the landless
- in Brazil and Ecuador who then farm the land cooperatively and
- collectively; the formation of soup kitchens, health clinics, and
- schools by the millions of poor, especially women, living in the
- favelas and shanty towns; moves toward autonomy and self
- determination by the Indians of Ecuador.

- But what is perhaps most significant about the struggle is
- not its product but the process--a process which is democratic and
- emphasizes cooperation and self-sacrifice. It transforms the
- people and their relationship to one another as it transforms their
- relationship to the state and to the society. Emerging is a new
- man and new woman--and a new beginning. At its core it is
- nonviolent and prophetic. It creates what the people of the South
- call liberated zones--public space which is occupied by the people
- through the institutions which they have organized and control. We
- North Americans would do well to examine it carefully.

- OUR GOALS AND OBJECTIVES
-
- We have the following goals:
-
- * To bring about the nonviolent, radical revolution of values
- of which Dr. King spoke and a nonviolent alternative to the new
- world order--a peoples world order. It would be premised on
- the sacred interconnectedness of all life. It would embody the
- principles of justice, equality and self determination. No one
- would go hungry and an injury to one would be an injury to all.

- * To awaken the consciousness of the North American people to
- what is being done in their name to the poor of the Americas
- and to their earth by a wealthy, powerful largely male elite
- here and in Latin America. We want them to understand that
- because of the systemic evil of the new world order--through
- which the Columbus Enterprise is perpetuated--millions of
- innocent people will unnecessarily die and life on this planet
- will be fundamentally altered forever.

- * To help our country, the seat of the empire, to heal and
- renew its deeply wounded spirit. Critically needed is a process
- of reparation and reconciliation with the poor, oppressed and
- people of color in this country and Latin America. It could
- begin with the lifting of the trade embargo with Cuba, the
- cancellation of the foreign debt and reparation payments to the
- Native Americans, African-Americans and Latinos in this
- country.

- * To be a part of a popular movement in the United States that
- will act to counter to the new world order. It would support
- and draw strength from the nonviolent and transformative
- struggle of the popular movement in Latin America.

- The objectives of the fast are:
-
- * To provide information and analysis about the nature of the
- new world order and its consequences and to envision
- alternatives to it.
-
- * To provide a greater understanding of the popular or grass
- roots movements for justice and peace in all the Americas.
-
- * To help reinvigorate the nonviolent movement for peace and
- justice in this country and to create a more effective alliance
- between it and the grass roots social justice movements.
-
- * To contribute possibly to the formation of a North/South
- coalition which could help the people at the grass roots in all
- of the countries of the Americas to work more effectively and
- in greater solidarity.

- THE NATURE OF THE FAST
-
- What is the fast about?
-
- The fast is a penitential reflection on our complicity in the
- new world order and what has issued from it. We, as citizens of
- the empire, are acknowledging and taking responsibility for the
- oppression and injustice which are at the center of U.S. relations
- with Latin America--and the rest of the Third World as well. In
- doing so we will have taken a necessary first step in a process of
- reconciliation with the people of the South and with the people of
- the Third World here at home that we have injured.

- It is a nonviolent protest of the new world order and of the
- economic and political system and way of life that underlie and
- sustain it. We will withdraw our cooperation from our economic
- system for the duration of the fast by refusing all food.
-
- It is a way for us for a brief time to provide accompaniment
- for the poor and oppressed people of all of the Americas. It will
- send a message to them that there are North Americans who are
- concerned about them.
-
- It is a prayer. We are surrendering to a power greater than
- ourselves on which we will rely for strength and guidance during
- the 42 days. We are asking for an intervention by the Great Spirit
- into the new world order's structure of oppression and injustice.
-
- THE CAPITOL AS A POPULAR FORUM
-
- We are securing a permit which will enable us to be on the east
- steps of the Capitol five hours a day, six days a week--Monday
- through Saturday from 2:00 PM to 7:00 PM. (The first week our
- permit is from 4:30 PM to 9:00 PM.)
-
- We see the steps not as a place where we gather to petition our
- government for reforms or changes in policies. Instead, for the
- duration of the fast, the steps will be a popular forum where
- we-the-people of all the Americas will gather in solidarity to
- speak from our hearts about the terrible legacy of the 500 years
- and to consider what it is we might collectively do about it.

- In our first week we will examine broadly and radically--in the
- sense of "root"--the impact of the conquest and the New World Order
- on the people of this hemisphere as well as of other countries.
- Among the topics are: The Columbus Enterprise; A Uni- Polar World
- and the Gulf War and Panama; Women and the New World Order; the
- fasters' experience with the New World order.

- In the second, third and fourth weeks we will explore specific
- manifestations of the New World Order--neo-liberalism including the
- Latin American and U.S. debt crises and their impact on the poor;
- the economic and social crisis of people of color; the structural
- violence of the New World Order and the spiritual and social
- malaise in the U.S.
-
- The first four weeks will provide a foundation for a far
- reaching discussion in the final two weeks about how we might
- transform the New World Order into a Peoples World Order.
-
- One evening each week--probably at St. Aloysius Catholic Church--we
- will have a keynote address which will set the theme for the week.
- We will also have formal and informal presentations on the steps
- which will be followed by a discussion. Each presentation is to
- provide testimony about the consequences of the New World Order,
- the resistance which is being offered to it and life-giving
- alternatives. As part of their continuing reflection the fasters
- and those who join them will probe together the motivations, values
- and structures which allow the conquest to continue and will
- explore ways we might change them--and ourselves. This will enable
- us in the final two weeks to bring together all of the different
- themes and focus on envisioning an alternative future.

- Over the six weeks we will hear testimony from people of color
- and the poor and oppressed from North, South and Central America.
- We will bring them together on the steps to dialogue with one
- another and with us about their lives and the ways they are
- responding to the New World Order--with special attention to the
- role of nonviolence. We will also hear from persons knowledgeable
- about U.S. trade and development policy, theologians, plowshare and
- other nonviolent activists--and from we-the-people.

- To encourage dialogue we will upload (and down load)
- information each day into a Peacenet Conference called
- "NATIVE.1492." (Our log-in is PEOPLESFAST.) Join us.

- At the conclusion of the fast we will prepare a chronicle of
- the 42 days in English, Spanish and Portuguese. It will contain
- all of the presentations which have been made, summaries of salient
- discussions, a description of key events, a list of all the
- participants and any plans we have for carrying on our work. We
- will distribute it widely.

- We will relate our activities to events and actions which
- others will be undertaking.

- We plan to greet the peace walkers who will arrive in
- Washington D.C. on October 12 at the end of a ten month walk
- through Central America. We were present when they began the walk
- on December 20, 1991 in Panama City, the second anniversary of the
- U.S. invasion.

- All of our lives have been affected profoundly by our encounters
- with the people of North, South and Central America as well as with
- others who have carried the burden of the Columbus Enterprise. We
- have accepted their struggle for liberation as our own and commit
- ourselves to joining in our own land with the Native Americans,
- African-Americans, Latinos, women, workers, the people of
- Appalachia--all who struggle for justice and an end, finally, to
- 500 years of oppression.

- We invite all who mourn 500 years of injustice and oppression
- to participate in this penitential reflection on the Columbus
- Enterprise and its legacy, the New World Order whether fasting or
- not. We invite especially our brothers and sisters who have
- suffered from and resisted the Conquest to gift us with their
- presence. Let us share our stories and together envision a more
- just and humane world which understands and values the sacred
- interconnectedness of all life--that understands that an injury and
- injustice to anyone anywhere is an injury and injustice to all--and
- to each of us. And let us consider how together we can achieve
- this kind of world.

- THE FASTERS

- Teresa Fitzgibbon. A 56 year old Quaker, feminist, peace activist,
- environmentalist who lives in Trenton, New Jersey. She recently
- returned from the Global Forum on The Environment in Rio where she
- worked on an NGO treaty on militarism and the environment. She has
- participated in many peace walks. In December she walked from
- Panama to Costa Rica with the Quincentennial Interfaith Peace
- Pilgrimage which will arrive in Washington D.C. on October 11.

- People have always worked very hard for war and violence and
- to maintain the privilege of a few people over the many. This
- fast is for me a statement of a few people who believe there
- is a better, more powerful way to transform society from
- competitiveness to cooperation. If the fast helps me and one
- other person to address our greed and consumption in an
- important way then I will have contributed a little toward
- the birth of a new society.

- Dan Cunningham. A 43 year old, 100 percent disabled, Vietnam
- veteran who served in Vietnam in 1968 and 1969 with 11 Bravo, a
- mechanized infantry unit. He lives in Taos, New Mexico. Just 43
- days short of the end of his tour, the vehicle in which he was
- riding was struck by a rocket propelled grenade. He lost his left
- leg above the knee and the sight in his left eye. In 1988 he
- participated in the second Veterans Peace Convoy to Nicaragua. He
- recently returned to Vietnam with other veterans to work alongside
- the Vietnamese in building a rural heath clinic. The group was
- sponsored by the Veterans Vietnam Restoration Project.

- It is really important for me to participate in the fast. I
- have been frustrated since the Iraq war, thinking of the lies
- we were told and about the children whose lives are in
- jeopardy. I compare what we are doing in the world with our
- consumerism and I realize that the American people have lost
- touch with what is being done in our name. I believe that
- the fast will help to wake people up and will contribute to a
- feeling of solidarity among those of us who want a more
- peaceful and just world. It will be a healing for me and
- others.

- Brian Willson. A 51 year old Vietnam veteran and former lawyer
- In 1986 Brian was part of the Veterans Fast For Life. He and three
- other veterans fasted 47 days on the Capitol steps to oppose U.S.
- Contra aid. In 1987 he was assaulted by a Navy munitions train
- while participating in a peaceful protest of U.S. intervention in
- Central America at the Concord Naval Weapons Station in California.
- He lost both legs below the knee. Since 1987 he has visited many
- states and 23 countries, learning of the effects of the New (old)
- World Order. He recently has returned to his boyhood home in
- Chautauqua County, New York where he is attempting to integrate
- global realities with local grass roots life.

- I am fasting because I do not know any other way to express
- my self respect, my anguish--or my vision--in my own culture
- and society. Nobel Prize Laureate George Wald has described
- the United States as an "exasperated but dead country." This
- is a moment in history for unprecedented reflection on what
- 500 years of the "Columbus Enterprise" has really meant, what
- it means today, and what its continuation as Bush's New (old)
- World Order bodes for the future. It is also a time to
- appreciate 500 years of resistance by the indigenous, by the
- Black slaves and their descendants and by the many other
- aggrieved ethnic and workers' groups. It is time for a
- nonviolent uprising of the U.S. people and the revolution of
- values which Dr. King called for 25 years ago.

- Karen Fogliatti. A 47 year old veteran of 22 years service in the
- Detroit public schools from which she resigned in 1991 to dedicate
- her life to nonviolence. She has traveled three times to Nicaragua
- and recently returned from a three month visit to Latin America.
- This past February she received a Doctorate in Education from the
- University of Michigan. Her thesis was entitled "Commitment to
- Nonviolence in Personal Life, Social Action and Education."

- The fast for me is a way of saying, Let's stop; let's take a
- serious long look at ourselves within the context of the
- Columbus legacy and at what we are doing and have done both
- as a nation and as individuals. Let us begin a process of
- reconciliation and renewal. The fast is a way for me to do
- this--to take responsibility for the suffering we have caused
- and to ask forgiveness from those we have harmed. Guided by a
- deep sense of our interconnectedness we can engage in
- dialogue and draw strength from their courageous acts of
- resistance. Together, we can go forward with a new
- commitment to work tirelessly for a just and caring world.

- Scott Rutherford. A 58 year old peace activist who is a military
- veteran and former employee of the Federal Government, serving at
- AID and the Department of Commerce. He retired in 1986 to pursue a
- life of nonviolence. He coordinated the 1986 Veterans Fast For
- Life and was a member of the first Veterans Peace Action Team. He
- recently resigned from the staff of the Veterans Vietnam
- Restoration Project to travel for three months in Latin America.

- While I am fasting for many reasons, two stand out. First,
- it is a way of accompanying the hundreds of people who
- shared their lives with me during my two visits to Latin
- America this past year. It will express the deep bond I
- feel with them. Through my witness I want to make them
- present on the steps. I would hope that my voice might be
- their voice, my hunger their hunger. Secondly, it is an act
- of atonement--a looking back and taking responsibility for
- my part in the holocaust which was the 500 years. Touching
- those dark places in my own psyche and in the psyche of my
- culture, I am asking the people we have so egregiously
- injured to forgive me and to allow me to join them in
- creating a different kind of world--one whose fundamental
- premises are nonviolence and the sacred interconnectedness
- of all life. Vaclav Havel reminds us that whoever fears to
- look his own past in the face must fear what is to come.

- Jack Ryan. A 54 year old Roman Catholic, Army veteran, former
- Barry Goldwater conservative, and former FBI agent for 21 and 1/2
- years and a convert to nonviolence as a way of life. Ten months
- before he would have been eligible for retirement, he was fired
- (September 11, 1987) for insubordination--for refusing to
- investigate two non-violent peace groups. One of them was the
- Veterans Fast For Life whose members, including Brian Willson, were
- declared terrorists by Government. He has traveled to Haiti, Cuba,
- Nicaragua and El Salvador. For the past two years he has been a
- community member of the Catholic Worker House in Peoria, Illinois.

- I am constantly asked if my refusal to investigate the
- fasters and my subsequent dismissal was really worth it. My
- answer is "Yes"! I know that I will never pull down the
- barriers that exclude the majority of the world from enjoying
- "life, liberty and the pursuit of happiness." But I am unable
- to stop trying. What is more symbolic of these barriers of
- vested interest than the "discovery" of the Americas by
- Christopher Columbus 500 years ago? Such a symbol demands a
- nonviolent and prophetic counter symbolic action. By this
- fast I hope to conscienticize those of us that are not aware
- of what is being done to the poor of the Americas by a
- wealthy, powerful and largely white male elite here and in
- Latin America.

- Marie Dennis. A mother of six, she is the National Council
- Chairperson of Pax Christi USA and Associate for Latin America of
- the Maryknoll Society Justice and Peace Office. She has traveled
- extensively for her work among marginal communities in Central and
- South America. In 1990 she served as an election observer in Haiti
- and in 1991 represented Pax Christi USA on a delegation of U.S.
- peace groups to the Middle East at the time of the cease fire in
- the Gulf War. She lives in Assisi Community, an inner city
- Washington D.C. intentional community committed to social
- transformation and simple living.

- Deeply rooted in the faith tradition that shapes my life,
- fasting seems an appropriate response to the tragic memory
- of these 500 years and a fitting preparation for the
- difficult task of transformation that lies ahead. For
- people of faith 1992 must be a year of repentance and
- renewal, of reflection on our commitment to the Word of
- God. We are called not only to resist evil, but to go
- beyond resistance into life "as if", and to believe that
- in the process we will discover who we are, who are our
- brothers and sisters, how we are to live with all of
- creation, and toward what vision we are to journey
- together.

- Dave Dellinger. A 77 year old author, organizer, college teacher
- and father of five children who lives in Peacham, Vermont. He is
- a life long pacifist who has employed nonviolence in radical and
- original ways as a leader in the disarmament, civil rights and
- anti-war movements. He was imprisoned for his resistance to WW II
- and indicted and convicted as one of the "Chicago Eight" for his
- role in organizing demonstrations at the Democratic National
- Convention in 1968. The conviction was overturned on appeal. He

- soup kitchen and shelter for the past nine years. In 1989, he
- organized Project Lifeline which brought food and medical supplies
- to refugees in the Rio Grande Valley in Texas. He has traveled in
- Central America and was active in the Sanctuary Movement.
