  20. On March 22, 1992, four undercover soldiers wearing black jackets and
  21. jeans walked across a munic9ipal soccer field in Tulkarm (occupied
  22. West Bank) while a soccer game was in progress.  The four men
  23. stopped 10 meters from Jamal Ghanem, wo according to eyewitnesses saw the
  24. men, raised his arms in surrender, and hid behind a referee,
  25. and without warning the undercover soldiers shot him.  Ten military
  26. jeeps arrived minutes later and took Jamal's body away."

  28.     This was one of 24 cases of summary executions by the Israeli
  29. military of Palestinian civilians from January-April 1992, reported
  30. Louise Cainkar, Executive Director of the Palestine Human Rights
  31. Information Center, who added that the rate of such executions
  32. has already doubled since 1991.

  34.    A recent CNN International Hour expose on Israeli undercover units
  35. was shown at a press conference at the National Press Club, and
  36. Cainkar outlined the history of Israeli undercover units, called
  37. Mista'rivim [literally, "Arab-pretenders"] in Hebrew, which
  38. date back to 1942 when teh Palmach used them to infiltrate Arab
  39. towns and countries.
