  19. Oops.  Backwards thinking.  Such a plan of deception is only conceivable
  20. in an environment where access to the documents is restricted, such as
  21. the existing OSI world.  In a world where OSI documents are distributed
  22. electronically at a low cost, a scam like this wouldn't be worth the
  23. effort to consider.  It wouldn't fool anyone, but it might easily lead
  24. to a fraud conviction.
