I had the same problem. I am using an ethernet card on IRQ3 (the default for
COM2). I was unable to run DOS programs until I removed the DEVICE=C:\OS2\MDOS\VCOM.SYS line from CONFIG.SYS. Now, I have no problems. Hope this helps!
