  12. I am about 98% certain that the source of this saying was your favorite
  13. Wisconsinian and mine, the late Senator Joe McCarthy.  He made the
  14. statement as a parallel to "If someone looks like a Communist and
  15. walks like a Communist, he's probably a Communist."  Or something like
  16. that.

  18. The statement led to an interesting exchange on the floor of the Senate,
  19. with some prodding McCarthy to describe how a Communist walks.  He got
  20. out of it in typical form, pledging not to reduce the level of debate
  21. by responding to such ridiculous questions.
