- For wilfully committed offences, especially drunk driving, punishment
- can be effective and appropriate.

- But where "bad" driving is due to the poor standards accepted by the
- driving test, it is less clear that punishment is effective, since
- presumably the driver does not understand what he is doing wrong. (Or
- does not understand *why* it is wrong.) In such cases perhaps
- compulsory attendence at driving school would be a better approach -
- this is done in some states of America.
