  47. Me too.  So, among other things, city funds can't be used to "promote 
  48. homosexuality or express approval of homosexual behavior," but public libraries
  49. can (use city funds to) "address homosexuality" in other ways?  Is it (dare I
  50. think?) making libraries an exception to the "city funds" part, or do I
  51. understand correctly that it's just clarifying that libraries may use funds to
  52. "address" homosexuality as long as they don't address it positively?
