- Me too. So, among other things, city funds can't be used to "promote
- homosexuality or express approval of homosexual behavior," but public libraries
- can (use city funds to) "address homosexuality" in other ways? Is it (dare I
- think?) making libraries an exception to the "city funds" part, or do I
- understand correctly that it's just clarifying that libraries may use funds to
- "address" homosexuality as long as they don't address it positively?
