 MEMORANDUM FOR CORRESPONDENTS                    January 21, 1993


       The Department of the Army announced today its approval for realignment
of several U. S. Army Intelligence and Security Command (INSCON) units.

       The 513th Military Intelligence Brigade will relocate from Fort Mon-
mouth, N.J., and Vint Hills Farms Station, Va., to Fort Gordon, Ga. The 470th
Military Intelligence Brigade will relocate from Panama to consolidate with the
513th Military Intelligence Brigade.  With the addition of personnel from
several smaller U. S. Army Intelligence and Security Command (INSCOM) units,
the realigned assets at Fort Gordon will form a Military Intelligence Power
Projection Brigade.

       The relocation is necessary because of realignment of other forces in
the Army and reguirements for military intelligence mission support.  In order
to adapt to those changing mission reguirements and current budget restraints,
a smaller, but more capable, force will be developed as the Army follows its
deliberate plan for restructuring its forces.  Relocation of the 513th Military
Intelligence Brigade is a part of that transition plan.

       Those combined actions will result in relocation of 1,461 military
positions and 45 civilian positions to Fort Gordon by September 30, 1995.  In
addition to the 470th Military Intelligence Brigade from Panama, moving to Fort
Gordon will be the Fort Monmouth brigade's Headguarters and Headguarters
Detachment; the 201st Military Intelligence Battalion from Vint Hill Farms
Station; and the 202nd Military Intelligence Battalion and 297th Military
Intelligence Battalion, both now at Fort Monmouth.  The 513th Military Intelli-
gence Brigade's Foreign Materiel Intelligence Battalion will remain at Aberdeen
Proving Ground, Md., and its Military Intelligence Battalion (Low Intensity)
will remain in Honduras.

       By the end of September 1993 at Fort Monmouth, 557 positions will be
transferred (552 military and five civilian) and 32 positions will be elimi-
nated (six military and 26 civilian) from a total of 1,948 military and 8,416
civilian positions.  At Vint Hill Farms Station, 381 military positions will be
transferred and 67 positions will be eliminated (37 military and 30 civilian)
from a total force of 866 military and 1,003 civilian positions.  The personnel
affected by this relocation are expected to retire or be placed in other
federal positions.

       By the end of September 1995, 435 military positions and 45 civilian
positions from the 470th Military Intelligence Brigade in Panama, and 93
military positions and 16 civilian positions from other INSCOM units, will be
added at Fort Gordon to the 513th Military Intelligence Brigade.

     DOD  ANNOUNCES  $46 MILLION  FOR  SCIENCE  AND  ENGINEERING  EDUCATION

     The Department of Defense (DoD) announced today the opening of the FY 1993
competition for the Augmentation Awards for Science and Engineering Research
Training program (AASERT).  Through the FY 93 AASERT competition, DoD plans to
award $46 million to academic institutions for graduate student training.

         The goal of AASERT is to increase the number of high-quality scien-
tists and engineers educated through DoD-supported, university research.  The
AASERT awards will provide three years of support to U.S. citizens or nationals
who are pursuing advanced degrees in science and engineering fields important
to national defense.

         AASERT awards are made to professors performing DoD research,
enabling each faculty researcher to award graduate research traineeships to one
or two U.S. citizens or nationals. Each traineeship supports tuition, living
expenses, and research expenses (materials, shop services, computer time, etc.)
connected with the graduate student's thesis research.

         In addition to providing support for training of graduate students,
AASERT is designed to encourage university researchers to involve more under-
graduate and precollege students in their DoD-sponsored research.  Involvement
in research early in these students' careers will hopefully stimulate interest
in pursuing advanced study in science or engineering.

         The executive agents for AASERT are the Army Research Office, the
Office of Naval Research, the Air Force Office of Scientific Research, and the
Defense Advanced Research Projects Agency.  These offices are soliciting AASERT
proposals from faculty currently performing DoD research.  They are also
inviting all other university faculty to propose for DoD research funding with
AASERT augmentation.

         AASERT is one element of DoD's University Research Initiative (URI).
The URI also supports other science and engineering education activities,
including graduate fellowships and postdoctoral education.  In addition, URI
provides support for university research and for university infrastructure for
research and education in defense-critical fields.

submitting AASERT proposals.  DoD is distributing this brochure widely to
universities' sponsored-programs offices. University researchers wishing to
submit proposals should check with their office of sponsored programs.  The

DOD ANNOUNCES SELECTION OF 430 SMALL BUSINESS INNOVATION RESEARCH PROPOSALS

     The Department of Defense (DoD) announced today the results of the
technical evaluation phase of the proposals submitted under the DoD Small
Business Innovation Research Program (DoD-SBIR).  Out of the 3,593 proposals
received, 430 have been identified so far as offering the greatest potential in
their field for meeting the research and development needs of DoD and will be
subjected to further evaluation and negotiations leading to contract awards.
Another announcement on accepted proposals will be made later this year.

     The proposals were selected from those received by the Army, Navy, and
Defense Advanced Research Projects Agency, in response to the FY 92  Phase I
Solicitation which was the second of two solicitations issued by the DoD in
Fiscal Year (FY) 1992.

     The purpose of the DoD-SBIR program is to stimulate small business to
conduct high-quality innovative research and development to meet important
defense-related scientific or engineering needs.  The goals of the national
program include increasing the use of small businesses in federal research and
development.

     The SBIR program, enacted by Congress in July 1982 by Public Law 97-219
and re-enacted in October 1992 by Public Law 102-564, is a three-phase program.
Under the statute, Phase I is intended to permit the determination of the
scientific or technical merit and feasibility of a proposed research or
development effort.  Phase II awards will be made to firms based on the
feasibility demonstrated in their Phase I efforts and the quality of a Phase II
proposal.  Under Phase III, it is expected that non-federal capital would be
used by the small businesses to pursue private sector applications or that
federal non-SBIR funds might be used for DoD mission orientated contracts for
products or processes.

     The opening date for the second FY 1993 DoD-SBIR solicitation will be May
1, 1993.  An automatic mailing of the SBIR solicitation will be made to the
firms listed on the Small Business Administration's (SBA) SBIR mailing list as
of April 2, 1993.

DEPARTMENT OF DEFENSE CONTRACT AWARDS
(NOT FOR USE BEFORE 5:00 P.M. EST JANUARY 22, 1993)

                                   AIR FORCE

    Martin Marietta Corporation, Littleton, Colorado, is being awarded a
$66,474,322 face value increase to a cost-plus-award-fee contract for integra-
tion of DoD and NASA vehicles with the Titan IV launch system for launches from
Cape Canaveral Air Force Station, Florida, and Vandenberg Air Force Base,
California.  The work will be performed in Littleton, Colorado (68%), and other
subcontractor locations.  Contract is expected to be completed December 1993.
Contract funds will not expire at the end of the current fiscal year.  The
Space and Missile Systems Center, Los Angeles, California, is the contracting
activity (F04701-92-C-0028, P00005).

    Raytheon Company, Electromagnetic Systems Division, Goleta, California, is
being awarded a $77,472,172 face value increase to a firm-fixed-price contract
for 78 AN/ALQ-184 electronic Countermeasures Pods, 3 sets Automated Support
Equipment, data, warranty, and required special test equipment.  This effort is
in support of F-4, F-15, F-16 and A-10 aircraft.  Contract is expected to be
completed October 1995.  Contract funds will not expire at the end of the
current fiscal year.  The Warner Robins Air Logistics Center, Robins Air Force
Base, Georgia, is the contracting activity (F09603-89-C-2269, P00031).

                                     ARMY

    Intercontinental Manufacturing Company (IMCO), Garland, Texas, was awarded
on January 21, 1993, a $53,832,741 firm fixed price contract for 51,848 MK83
bomb casings.  Work will be performed in Garland, Texas, and is expected to be
completed by November 30, 1995.  Contract funds will not expire at the end of
the current fiscal year.  This is a sole source contract initiated on March 30,
1992.  The contracting activity is the U.S. Army Armament, Munitions and
Chemical Command, Rock Island, Illinois (DAAA09-93-C-0070).

                                     NAVY

    United Technologies, Norden Systems, Inc., Norwalk, Connecticut, is being
awarded a $6,147,744 firm-fixed-price, contract modification for four
AN/SPS-67(V)3 radar systems for installation on AEGIS ships.  Work will be
performed in Norwalk, Connecticut, and is expected to be completed by December
1996.  Contract funds will not expire at the end of the current fiscal year.
This contract was not competitively procured.  The naval Sea Systems Command,
Washington, D.C., is the contracting activity (N00024-92-C-5609).

    Harnischfeger Engineers, Inc., Brookfield, Wisconsin, is being awarded a
$8,343,207 firm-fixed-price contract for an Automated Materials Handling
Facility.  Work will be performed in Keyport, Washington, and is expected to be
completed by April 1994.  Contract funds will not expire at the end of the
current fiscal year.  This contract was competitively procured by a Request for
Proposals and two proposals were received.  The Naval Facilities Engineering
Command, Western Division, is the contracting activity (N62474-86-C-0144).

    Noslot Cleaning Services, Inc., Waldorf, Maryland, is being awarded a
$3,402,530 firm-fixed-price/indefinite quantity contract for custodial services
at the U.S. Naval Academy, with a not-to-exceed contract value of $17,012,650.
Work will be performed in Annapolis, Maryland.  Contract length will not exceed
sixty months.  Contract funds in the amount of $2,841,494 will expire at the
end of the current fiscal year.  This contract was competitively procured by a
Request for Proposals and 12 proposals were received.  The Naval Facilities
Engineering Command, Chesapeake Division, is the contracting activity
(N62477-92-C-0173).
