  12. The January issue of IEEE Spectrum stated that although an HDTV standard
  13. has not been selected, a framework for introducing HDTV has been adopted.
  14. NTSC television stations will be given a second channel on which to broadcast
  15. HDTV programs. This dual channel system will be used for 15 years. After
  16. 15 years, television statitions will have to give up one channel, and only 
  17. HDTV signals will (presumably) be broadcast.
