Your Freind needs either to purchase a Panasonc AGW1 or similar equipment able to read a PAL tape and output an NTSC signal to be viewed on a US TV, or to have the tapes transferred to NTSC using a specialized service. I have posted and used the following service for several conversions from PAL to NTSC. I understand that the conversion is made through a digitized video signal
and there is almost no quality loss from the original tape. They also provide, upon request, a nice pamphlet giving the technical details of each color TV broadcasting system used in the word.
