  17.     The procedure for setting up a new newsgroup (as detailed in one of
  18. the regular news.announce.newusers postings) is for the proposer to post a
  19. "call for discussion" (CFD) in news.groups (crossposted to relevent groups
  20. but with followups to news.groups). Assuming sufficient interest is generated
  21. the proposer takes the results of the discussion and produces the charter
  22. for the new group. He then issues a "call for votes" (CFV). If he receives
  23. sufficient votes within the required period then the group can be created.

  25.     I would be interested in having a group for european skiing (to save me
  26. having to wade through hundreds of posts about skiing in the USA) but I don't
  27. think there would be sufficient traffic to warrent it,
