- Last time around, Guilford took money from Ford to improve Hoosac clearances,
- actually started work, and then punted and routed the traffic over CR to
- Worcester. This time, returning to the precedent set when Hoosac was first
- built (prior to 1877), the Commonwealth of Mass. is proposed as the source
- of the money. Presumably they'll write actual completion into the contract.
